Id be suspicious of silver
Id be suspicious of silver being there too. The closest you could get would be to breed a black silver.

I am pretty sure that is a Highland so out breeding would not be an option- I have been suspect of Silver in Highlands before and there is Roan and Cream + Dun as well, pretty much everything, but, IME, Silver turns Grey to white in the womb or very rapidly after birth, not isolates the mane and tail in this way. OTOH, how about Mushroom?
RMT.... is the horse pictured tested for Silver Black?
I had a Buckskin born Grey,
I had a Buckskin born Grey, by a Palomino, o/o a Grey.
She was born with a black mane and tail, typical Buckskin.
She had a white tail by the time she was two and a white mane by four, blue/grey colour body, quite spectacular.
Took her a long time to "grey out" maybe Cream inhibits the greying??

There is no way to breed a specific sort of Grey as Grey is transient and the stallion will be white eventually, as will all Greys.
Certain colours do seem to slow down or speed up the greying process but it is very hit and miss.
