My quilting friend's son and new daughter-in-law just got their Air Force orders to be stationed in England. They checked into taking their kitten ([i]he's about 8mo old[/i]) and had the $650 airfare set aside and all his health paperwork in order, THEN, they were de-railed with the 6mo quarantine, charged daily. It was going to wind up costing over $2k and this is a newly married couple, they just don't have that much money to spend on pets, yet.
I had gone over to visit ([i]my friend's husband has cancer in his lungs, liver and bones[/i]) and while everyone was visiting and talking about the costs and how attached this girl was to her cat ... I could see that it would be a financial hardship on them, so I offered to give their kitty a home with me. I told her I could either long-term foster him until they could have him with them or she could just give him to me outright. I was impressed that everyone left the decision up to her, without trying to pressure her either way, and after two days she called me and asked if I would take him to give him a home and of course I agreed.
