Hm..

This person interested in our paint stallion said: "I need to know how tall he is, and has he ever been tested for the lethal white gene." So I said: he is a LWO carrier since he is a tobiano/frame/sabino/splash, and frame and LWO are the same thing and get this as a response: "The only way to tell if he is a carrier is to have him tested, because he is frame overo does not mean he will not test nn. Some solid colored QH are carriers also." So, whos right? edit: and what should I tell him?

yes, "solid coloreds" can be carriers, because they could be registered as "solid." however, they still have frame. there's a mini that i know of that's a good example.
but if it's got frame, it's got lwo. same thing.

Frame and LWO are the same thing, yes. Is your stallion tested though? I can't tell from your post.

He has been tested, but even if he hadn't, he has had at least 2 obviously frame foals.

They seem to be talking about genotype vs phenotype so they're sort of on the right track (it's true that some frame-looking animals will test negative) but if he's been tested it's a moot point.

I think the trick in this case was the wording. They asked if he was tested, you replied "he is a LWO carrier since he is a tobiano/frame/sabino/splash, and frame and LWO are the same thing". That makes it sound as though you were going by his appearance only. It can be really hard (nay, impossible) to tell just visually if frame is present when another pattern (especially tobiano) is present. I'm sure they just wanted to know for *certain* as they may have a positive mare, but really hope your stallion isn't. With the exception of the LOUD, obvious frames with little other pattern to show, it can be virtually impossible to say for certain. Although many of this forum are *incredibly* good "guessers", guessing is not good when it comes to the risk of LWO foals.

*I* know what you meant, I just suspect they didn't.
