Is he a silver bay ?

Waiting for my mini to arrive but can't figure his color out by the photos I've got on him. The breeder say he is a silver bay overo. But his mane is not white or light colored. Do you think he is silver bay or what do you think ? You can forget the overo bit- you should test him for LWO if you intend to breed him, that is all.
He looks as if he could be Splash White?
I am not sure about the Silver Bay bit, id it important, if so, you should require the breeder to test him if he is selling as that colour, as he is not a typical, Mini, Silver Bay.
