I don't know a whole lot, but C's and D's are both supposed to be 'Cob' type and should look quite different from As. I'm not positive, but no matter how tall, a foal from a section C or D could not be allowed to be an A no matter.... Hopefully the welshie folks will come around and give you some info.

Yeah, nothing can cross into As and get an A. It would be a B or a C.
The descriptions confuse me though...
A: Welsh Mountain Pony
B: Welsh Pony
C: Welsh Pony of the Cob Type
D: Welsh Cob
So would a section C "Welsh Pony of the Cob Type" be a cobby B??? LOL
Instead of As, shoud the Ds be crossed on Bs???

The sec C started out as a small Cob or a large sec A, ie a small Cob!
Then someone thought it would be a good idea to cross sec B with sec D to get a lighter legged animal and we got Turkdean Cerdin who was fantastic to look at but far too light boned and also a very, very popular sire. The Welsh people went mad and almost split the Society.
Then it all sort of found it's own level and today you have both "camps" existing along side one another.
Once you have crossed out of A you cannot go back, no matter how small the pony. Our foundation bred mare was 12.3hhh and a sec C, a real sec C too, loads of bone and feather.

I'd like to know too. I think C's have been a bit forgotten? They have ended up as taller A's and shorter D's, surely different to Light horse/pony B's anyway.
