I don't see why you wouldn't
I don't see why you wouldn't get a horse with body white. It might not be excessive, like a shielded tobiano. I mean, it should just work the same way how white patterns were bred to be very minimal in other breeds yes? Just backwards.
I found a Tobiano horse on DA, high leg white, but like two small spots on his body.

If you google "slipped tobiano" you will find many examples under the images section. Several years ago, I think it was Rabbitfizz that posted an image of a tobiano mini/pony with only a single hind sock.

It is possible they could
It is possible they could produce a loud tobiano if bred to a solid. How likely is it? I can't say. It would depend on if the "solid" is truly lacking in white patterns or if a suppressor is present. The chances of a loud tobiano would be greatly increased if bred to a "solid" with high whites, a loud blaze, or 4 white feet.
I doubt the AQHA and APHA would ever merge. They have been separate for to long and there are strong feelings on both sides. Tobianos were present in the original AQHA gene pool just like splash, frame, sabino, and LP. As a QH owner I would be thrilled to see tobiano back in the gene pool. I feel it's a shame that it was ever discriminated against. The only reason its not still there is it's a bit harder to "hide" than other white patterns.
Kind of thinking about it that probably just answered your question. If it wasn't possible to get a loud out of a solid or near solid it would probably still be in the gene pool.

A minimal tobiano can VERY
A minimal tobiano can VERY easily have a tobiano foal who is loudly obviously tobiano.
If the two horses with just tall stockings are NOT minimal tobiano, then obviously they wont be having tobiano foals.
