It certainly does make one think that. We know that it is (judging by what the lack of pigment in a homozygous frame causes and also the lack of pigment in a deaf splash's ears), but I think many people forget that and think color (lack of pigment in this case) is only on the surface. Physically it certainly appears that way but molecularly I bet it's a whole 'nother story.
This reminds me alot of those horses with partially "wiped away" blazes:

That was exactly my thought when I noticed it. I had seen this horse before at a show and didn't think anything of his blaze but I saw him from a certain angle when he came in to my barn and immediately thought of that.

I was reading this the other day than down the paddock looking at horses.....as you do...hehe...and notice our old aqha mare has a similar thing going on on her face where the white almost looks to go underground down her face....so thought I would contribute a couple of shots of her....she is rather plain in the head but a lovely bodied old girl, she is in foal to our pally paint boy.

My boy has a bit of a special blaze too, not sure what to call it lol but at least he's easy to ID :)
