Interesting BLM filly

Saw this yearling (or close to it) mustang filly up for adoption at the BLM corrals. By her body color alone she would be a light chestnut with extensive pangare, but what is up with the color of the mane and tail?? Is this just sooty acting on them?? They were a true steely blue-gray color underneath. I've never seen anything like it on this body color. She did not have any visible signs of graying as far as I could tell either.

I think it's sooty. That would explain why she has a burnt chestnut color too, instead of being a lighter golden color from the pangare. You see see it in Welshies too.
