How common are white throat patches? I think I've seen it a bunch of times, but it looks striking on this guy.

It's not very common. Looks neat though doesn't it?
Are white throat patches related to tobianos? One of the mini mares has one, but it isn't as large as the one in the pictures linked to.

It's maybe from where the shield and mask would be separated if there was more white on the horse.
My British Shetland Kirch has this same marking, but he has a lot more white so the throat patch is joined into the rest of his white. Kirch is tobiano with NO other testable white patterns. He's fully greyed out now so can barely see where his colour patches are.
The divide between chest shield and throat patch is seen a lot on ponies I've seen. Sometimes the throat patch is wider, sometimes it's not there at all.
My other gelding has a white stripe running the length of his lower jaw bone, under his chin. You only notice it if he shows off his under-jaw while grazing.
