He is definitely tobiano and quite possibly splash since he resembles some tested splash tobino ponies and minis with his pattern expression. I don't see a reason to suspect that he has frame overo though, unless he was tested positive by a lab. As far as we know, frame does not exist in traditional European Shetlands.
I do have American Shetland
I do have American Shetland on the list though, which this being the reason I differentiated it as American and not just shetland ponies, but if any european ones had american breeding, then it would be possible for it to be introduced, but I do not know if the registries allow that.

No all Shetlands have to have have a pedigree of SPSBS (the shetland stud book in Britain) registered ponies or at least ponies that were inspected post war and registered as a Shetland as they are one of the oldest purest breads going still. He just looked it to me but I am not very good at the patterns

Well, its not just the dark leg, its also the splash of white on the knee that is generally an indicator of frame. I'm starting to think that maybe it is also a DW thing in horses we know/think don't have frame.
