Breyer fans?

I was hanging out at the front of the feed store this evening, waiting for them to find me a bag of my dog food, and decided to browse the Breyers. I picked up a pony who turned out to be Cefnoakpark Bouncer. The description on the back of the box included the following:
A 13.3-hand black gelding, Bouncer is a Welsh Pony of Cob Type and falls into section C of the Welsh Pony and Cob Society.
Which of course can't be right since section C cuts off at 13.2 hands. Does anyone know if this is a misprint or ???

The Welsh Pony Society has him listed as a C, I believe, so Breyer must have the height wrong. In his photos he looks really teeny.
